As introduced: - Requires a covered employer to provide at least 90 days' advanced written notice to affected employees and government entities before a technological displacement affecting 25 or more workers or 25% of the workforce. - Requires a covered employer to provide written notice to government entities when reducing or ceasing hiring due to the adoption of artificial intelligence or other automation. - Grants employees of companies with more than 100 workers who are affected by a technological displacement a right of first bid on other positions and prohibits their termination during the 90-day notice period. - Establishes penalties for failure to provide required notice, including back pay for affected employees and a civil penalty of up to $500 per day. - Authorizes the Labor Commissioner to enforce these provisions and establishes the Technological Displacement Act Fund.
