As amended on 3/31/2026: - Requires covered social media platforms to estimate user ages and requires applicants for an account to provide their birth dates as part of the account application process. Requires obtaining verifiable parental consent to create an account for a child under the age of 16. - Prohibits displaying addictive features, such as infinite scrolling and auto-play videos, or profile-based paid advertising to users identified as children. - Mandates that child accounts default to the most private settings and provides parents with tools to monitor usage and set time limits. - Creates a private right of action for a child or parent to sue for violations of the act. - Renders contracts with a child on a covered social media platform invalid and unenforceable in the absence of parental consent. - The 3/25/2026 amendment applies age restrictions on minors under the age of 16, rather than 17. Sets an effective date of January 1, 2027.
