As introduced: - Exempts developers or providers of neutral, general-purpose technology tools from liability for criminal provisions on intimate image dissemination, so long as the tools are not designed, marketed, or promoted for creating intimate images and have substantial lawful uses. - Applies liability if a developer or provider unreasonably designs, markets, trains, or operates a product in a way that facilitates or encourages creation of intimate images, including through promotion, instructional content, model training, or any “material contribution” that meaningfully enables such images.
