As introduced: - Establishes a cause of action against developers and deployers of high-impact or generative artificial intelligence systems for harm caused by defective design, failure to provide adequate instruction, or breach of express warranty. - Creates a rebuttable presumption that an artificial intelligence system is not defective if the developer adheres to specified testing, risk mitigation, and disclosure standards, or if the deployer implements a risk management policy. - Authorizes the Attorney General to bring an action for harm caused by a dangerous or defective artificial intelligence system and to obtain injunctive relief, civil penalties, and damages. - Replaces the defense of contributory negligence with a comparative fault standard for actions brought under the bill. - Establishes that a developer and a deployer may be held jointly and severally liable and that it is not a defense that an artificial intelligence system autonomously caused the harm.
